With the aim for achievement big data for government with time and space in one map, the problem of source data clutter must be solved in the primary. Theconcept of public data referring to the common and necessary data withoutrepeated construction is introduced for the first time. It plays an essentialrole in government decision-making, daily management, emergency linkagecommand, and the provision of public services.
The issue of data quality must be addressed secondly. By means of improving the datastandard specification and production system to achieve refined data management, theunified datapool is established, which eliminates data silos and effectivelytackles the difficulties of “duplicated collection, chaotic caliber, decentralized management,self-contained system, poor sharing, and low utilization“. It changes "raw data, zombie data, and garbage data"into "cleaned data, fresh data, and valuable data", presentingspatial and temporal big data in one map.
The platform establishes one map with all elements of space-time to support variouskinds of wisdom applications by the means that the spatio-temporal big data isregarded as base map to integrate government data including population information, legal representatives, building and infrastructure distribution, macroeconomicsituation, etc. and add thematic data including city administration trafficsituation, crowd gathering, government affairs, livelihood services, public sentiment, etc.
